So what should we do in case of sudden environmental problems?
1. When receiving the environmental incident report, the person on duty or other personnel shall record the time, place, pollutant, personal injury, contact person and telephone number of the event. And immediately report to the company's emergency office or emergency leading group.
2. After receiving the notification of the incident, the emergency office of the company shall immediately identify the type of the incident (the main types are general pollution incidents and hazardous chemical pollution incidents) and the early warning level of the incident; timely report to the leader of the emergency leading group or other relevant leaders, and put forward handling suggestions.
3. According to the pollution and damage degree of the incident, the emergency office of the company shall report to the relevant departments of the district government after being confirmed by the emergency leading group.
Starting conditions of emergency response mechanism
According to different levels of early warning, start different response procedures.
① Level IV (general incident) response procedure: after receiving the incident notification, the emergency office of the company shall report to the leader of the emergency leading group in a timely manner, and report to the District Environmental Protection Bureau, Safety Supervision Bureau and fire brigade. The leader of the emergency leading group arrived at the scene of the accident as soon as possible to guide and deal with it.
② Level III (major event) response procedure: after receiving the incident notification, the emergency office of the company shall report to the leader of the emergency leading group in a timely manner and report the information to the Environmental Protection Bureau, Safety Supervision Bureau and fire brigade of the district. The leader of the emergency leading group arrived at the scene of the accident as soon as possible to guide and deal with it. When the government and other relevant departments arrive, they should report the accident scene in detail and follow the unified command of the relevant departments of the district government.
③ Level II (major event) response procedure: the emergency office of the company shall immediately report to the leader of the emergency leading group after receiving the incident notification. According to the nature of the incident, the Deputy group leader and the director of the emergency office rush to the scene, report to the District Environmental Protection Bureau and Safety Supervision Bureau, report the incident information to the relevant departments, coordinate all departments to participate in the emergency response, timely organize relevant experts to analyze the development of the situation and the handling plan, and work closely with the relevant departments of the district to do a good job in the investigation and handling of the incident. The emergency office shall find out the cause, process and emergency measures of relevant incidents, and report to the leader of the emergency leading group for review, and then the district and municipal government shall notify it.
④ Level I (special major events) response procedure: after receiving the incident notification, the emergency office of the company immediately reports to the leader of the emergency leading group. The group leader shall, according to the nature of the incident, rush to the scene, report to the District Environmental Protection Bureau, Safety Supervision Bureau and fire brigade, and report the incident information to relevant departments. According to the instructions of the district government, coordinate all departments to participate in the emergency response and do a good job in the investigation and handling of the incident.
Information reporting and disposal
In case of environmental emergency, the on-site personnel shall report to the emergency office as soon as possible, and the emergency office shall immediately report to the leader of the emergency leading group. The leader of the leading group shall make a decision on disaster relief according to the size of the accident and the development of the situation, determine whether the unit shall rescue itself or take social rescue, and take measures to control the development of the accident. If the accident is handled, it must be reported to the District Environmental Protection Bureau, Safety Supervision Bureau and fire brigade to control the spread of the accident and the occurrence of hidden dangers. Fire alarm number: 119, when calling the police;

Emergency preparedness
After receiving the environmental accident, the emergency leading group of the company shall immediately call on the members of the emergency leading group and the personnel of the emergency office to understand the basic situation of the accident site, including
1) Whether there are people trapped;
2) Container storage, storage of various raw materials, leakage volume, leakage time, location, form, diffusion range, etc;
3) Confirm the dangerous situation of facilities and buildings and various dangerous sources that may cause explosion and combustion;
4) Surrounding units, residents, topography, power supply, fire source, water source, etc;
5) Observe wind direction and wind speed;
6) Confirm the operation of fire fighting facilities;
7) On site and surrounding pollution situation;

According to the understanding, emergency measures shall be formulated according to the emergency procedures.

Emergency monitoring
1) In case of environmental emergency, the emergency office shall immediately inform the monitoring team to make preparations for emergency monitoring. The on-site sampling and monitoring personnel shall be ready within 30 minutes and rush to the accident site with instruments, sampling instruments and protective equipment for investigation, monitoring and sampling. Make report collection.
2) After the on-site monitoring personnel arrive at the site to investigate the pollution situation, they shall immediately report the situation to the emergency office, so as to timely understand the pollution situation, decide whether to increase the monitoring points, items and frequency, and whether to increase the on-site monitoring personnel and instruments. For the projects that cannot be monitored or do not have the monitoring conditions and capabilities, they shall report to the higher level departments, request technical support, and submit to the environmental monitoring network for coordination and solution.
3) Preservation and transportation of samples
(1) Before sampling, preservatives should be added according to the nature, composition and environmental conditions of the samples and according to the technical specifications for water environment monitoring.
(2) Determine the transportation mode of samples before the start of field work to prevent delay of analysis time.
(3) Before transportation, the on-site sampling record shall be checked to verify whether the sample label is complete and whether all samples are loaded.
(4) The transportation of samples must be accompanied by a specially assigned person to prevent sample damage or contamination. When handing over the samples, check and handle the handover procedures.
4) Laboratory analysis: after receiving the analysis samples, the laboratory analysts shall analyze the samples immediately, accept the assessment and inspection of the quality control group, accept the guidance of the emergency monitoring working group and the technical management group, complete the sample analysis accurately and quickly, make the original records, and submit the analysis report.
5) Report preparation and submission: after completing the monitoring task, the emergency monitoring team collects data synchronously to prepare for the report. After the monitoring and analysis data come out, the data processing shall be carried out seriously, and the report shall be carefully reviewed according to the responsibilities, and the report shall be submitted as soon as possible.
6) After receiving the emergency monitoring report, the emergency office shall strictly and comprehensively review the report. After confirming that the monitoring report data has the "five characteristics" of the monitoring data, it shall approve the report and submit it to the relevant departments, and at the same time, report it to the relevant departments at the higher level according to the regulations.
7) Emergency monitoring personnel or emergency office personnel shall actively cooperate with the work according to the requirements of relevant departments of the district government, and provide relevant monitoring data and reports according to their requirements.
On site disposal
1. On site disposal of water environmental pollution incidents
The company's wastewater is treated through the company's sewage pipeline and wastewater collection tank, and then discharged to the Industrial Park sewage treatment station. If a water environmental pollution event occurs, the possible result is a large amount of pollutant leakage, which flows to the sewer through the ground and to the Fengle river through the sewer. In case of contamination leakage:
1) The emergency office shall report the scene of the incident to the emergency leading group as soon as possible;
2) After receiving the report, the emergency leading group shall rush to the scene immediately, formulate emergency measures according to the report situation and the severity of the incident scene, and the communication group shall report to the relevant departments according to the decision of the emergency leading group.
3) Measures taken on site:
A. firstly, the cofferdam is used to block the leakage, so as to prevent the leakage from flowing out and control the diffusion of pollutants;
B if there is a small amount, it should be treated with sand and gravel landfill, so the leakage will not be discharged into the sewer;
C. if the quantity is large, collect it with tools;
D. after the event, the emergency monitoring team shall detect the water quality indicators, timely and accurately determine the items exceeding the standard and the superscalar, and report the test results to the team leader immediately.
E. the emergency monitoring group leader shall inform the emergency treatment group, and the emergency treatment group shall, according to the test results of the emergency monitoring group, add corresponding water treatment agent to the water which is not up to the standard after treatment, and discharge it to the standard after chemical treatment; or discharge the unqualified water into the emergency pool and return it to the water inlet with submersible pump through the sewage pipeline in the plant for secondary treatment.
F the emergency monitoring group monitors the water quality of each emergency monitoring point to confirm that the water quality meets the requirements.
2. On site disposal of toxic gas diffusion incident
1) On site emergency response procedures
A. after the occurrence of toxic and harmful gas diffusion practice on site, the accident personnel shall immediately report to the emergency monitoring team leader, who shall immediately report to the emergency rescue headquarters.
B the operation personnel shall handle according to the regulations under the unified guidance of the emergency monitoring team leader.
C. After receiving the notice, the members of the emergency disposal group shall rush to the scene for emergency treatment.
D. when the abnormal personal leave is further expanded, the emergency plan for sudden environment shall be started.
2) Measures taken on site
A. In case of leakage of toxic and harmful gas, warning lines and warning signs shall be set up around the leakage, and the surrounding personnel and units shall be informed not to open windows for ventilation. Smoking is strictly prohibited to prevent fire and explosion.
B. In case of accident of hazardous gas transportation vehicle, it is necessary to leave the scene of the accident as soon as possible, evacuate to the upper air outlet position, do not watch, and call the police immediately. Other motor vehicle drivers should follow the instructions of the staff and pass through the scene of the accident in an orderly manner.
C. once you smell the irritating smell or find the leakage of toxic gas, you should immediately take measures to evacuate the scene in time, and immediately inform other personnel, cover your mouth and nose with a wet towel, and then call the police.
